The U.S. Environmental Protection Agency published an interim final rule, “Extending the Reporting Deadline Under the Greenhouse Gas Reporting Rule for Reporting Year 2025 to March 10, 2027” (FR Doc. 2026-20982), at 91 FR 65112–65118 on 14 October 2026. It is effective the same day. Comments must be received by 30 November 2026. If anyone requests a public hearing by 19 October, EPA says it will hold one.

Large emitters and other covered facilities must file annual reports under 40 CFR part 98. EPA had already moved the reporting-year 2025 deadline once, from 31 March 2026 to 30 October 2026 (91 FR 9712). This action moves it again, to 10 March 2027. The agency says the only change is the date; thresholds, gases, calculation methods and other part 98 requirements are untouched.

Covered facilities get another four-plus months before 2025 emissions numbers are due. The reporting rule itself is otherwise unchanged.
Citizen impact: Who gains: the companies that must report, which get more time, and EPA, which says it needs room to finish a Greenhouse Gas Reporting Program reconsideration proposal before locking in 2025 filings. Who waits: states, researchers, investors and communities that use the public data. This is a calendar change, not a cut in what must eventually be reported.

Why EPA says it moved the date

The preamble says EPA is still considering comments on a separate GHGRP reconsideration proposal and wants any final action on that proposal to land before reporting-year 2025 data are due. It finds good cause to skip ordinary notice-and-comment delay for this interim deadline change and asks for comments on all aspects of it.

What this piece refuses

Do not write that EPA repealed greenhouse-gas reporting, cancelled the 2025 reports, or changed emission limits. The rule changes one deadline for one reporting year. We do not estimate how many facilities are covered; the notice does not give a new count.

Bottom line

Verified as of 14 October 2026 from 91 FR 65112: reporting-year 2025 Greenhouse Gas Reporting Program filings are now due 10 March 2027 instead of 30 October 2026. Watch the 30 November comment deadline and any final action on EPA’s separate GHGRP reconsideration proposal.
