The European Commission said on 9 October 2026 that it had approved two French state-aid schemes for companies hit by higher fuel prices “due to the Middle East crisis.” They were assessed under Article 107(3)(c) of the Treaty on the Functioning of the EU and sections 1, 2.1 and 2.2 of the Middle East Crisis Temporary State Aid Framework (METSAF), which the Commission adopted on 29 April 2026.

Citizen impact: Diesel is a big share of costs for farms, fishing boats and trucking firms. These loans give eligible French firms cheaper credit to ride out the price spike; they do not cut the pump price or pay grants. Who gains: small and mid-sized farm, fishing and haulage businesses that qualify. Who pays: French taxpayers, through the state guarantee, if borrowers default. Competitors elsewhere in the EU are the ones state-aid rules are meant to protect, and the Commission found no undue distortion.

The terms

  • Budgets: €17.2 million for agriculture, fisheries and aquaculture (case SA.124159) and €23.3 million for transport (SA.124290), a combined maximum of €40.5 million.
  • Who qualifies: companies whose fuel spending is at least 5% of annual turnover.
  • The loans: €5,000 to €50,000 per beneficiary, fixed rate 3.8%, backed by a state guarantee, for up to three years, including a 12-month deferral of principal repayments.
  • Commission finding: the schemes are “necessary, appropriate and proportionate” and do not affect trading conditions “to an extent contrary to the common interest.” The non-confidential decisions will appear in the state-aid register once confidentiality issues are resolved.

Scale

At the €50,000 maximum, €40.5 million would cover at least 810 loans; at smaller amounts, more. The Commission does not say how many firms France expects to apply, and France’s own scheme rules were not in the Commission’s announcement.

What this piece refuses

Do not write that the EU is paying French farmers: the Commission approved national aid; it did not fund it. Do not write that the loans are interest-free; the rate is 3.8%. We do not compare the rate with French market rates because the Commission gives no benchmark.

Bottom line

Verified as of 13 October 2026 from the Commission’s 9 October announcement: France may offer state-guaranteed loans of €5,000 to €50,000 at 3.8% to farm, fishing, aquaculture and transport firms whose fuel costs are at least 5% of turnover, within a €40.5 million cap. Watch for the published decisions and for similar METSAF approvals in other member states.
